The first thing you need to consider when designing a good cloud strategy is to take an inside-out perspective of the context you’re operating in. Start with the business needs and work your way backwards to the technology.

What are the ambitions of your organization? What’s the business strategy? What technical capabilities will be required to enable the strategy? Once you have the direction of the business clear along with the technical requirements, you can start to assess current technical capabilities with the required ones. If you find any gaps, that’s probably where you will need a cloud strategy.
